{"id":990702,"date":"2026-09-23T05:19:38","date_gmt":"2026-09-23T05:19:38","guid":{"rendered":"https:\/\/practaice.nl\/?p=990702"},"modified":"2026-09-23T05:36:33","modified_gmt":"2026-09-23T05:36:33","slug":"learning-capacity-how-quickly-does-behavior-change","status":"publish","type":"post","link":"https:\/\/practaice.nl\/en\/learning-capacity-how-quickly-does-behavior-change\/","title":{"rendered":"Learning capacity: How long does it take for new behavior to truly take hold in your organization?"},"content":{"rendered":"<p>I sometimes ask a question about learning capacity in management meetings that leaves the room silent. How many weeks are there between the moment you decide that people need to start doing something differently and the moment you actually see it reflected in conversations on the work floor?<\/p>\n<p>Almost nobody knows. There are figures on training budgets, participation, satisfaction and the number of completed modules, but there is no figure for the time it takes. Yet that is the number that describes an organization&#8217;s <strong>learning capacity<\/strong>, and therefore whether you can keep up with the pace of the outside world.<\/p>\n<p>When I ask people to estimate, they usually come up with a few months. When we then trace it using a concrete example, it almost always turns out to be nine to twelve months. Four months before someone takes ownership and the offering is in place, two months to get everyone scheduled, and then another six months in which the behavior fades away for some people and never even starts for others.<\/p>\n<h2>The work shifts in quarters<\/h2>\n<p>That pace was fine for years, because the content of the work also changed slowly. That is where things are now starting to get stuck.<\/p>\n<p>The World Economic Forum reports in the <a href=\"https:\/\/www.weforum.org\/publications\/the-future-of-jobs-report-2025\/in-full\/3-skills-outlook\/\">Future of Jobs Report 2025<\/a> that employers expect 39 percent of employees&#8217; core skills to change before 2030, and that 63 percent identify skill gaps as the biggest barrier to change. That 39 percent concerns a period of years, so there is no need to be alarmed by it. The second figure is more interesting, because it concerns the present, and it says that organizations are mainly getting in their own way with what their people can and cannot do.<\/p>\n<p>Add to that what has actually happened over the past two years. A system has come between the employee and the customer that handles the simple cases. What remains on the phone and at the counter is more complex, more emotional and more often an exception to the policy. The OECD describes in <a href=\"https:\/\/www.oecd.org\/en\/publications\/skills-in-the-ai-age_972bd15e-en.html\">Skills in the AI age<\/a> how unevenly this shift affects sectors and job levels, with adaptation requiring skills that align with what the labor market actually demands.<\/p>\n<p>In practice, this means that the content of a conversation changes within a quarter, while the ability to conduct that conversation changes within a year. That difference is the whole problem, and you do not solve it by providing more training. You solve it by shortening the time it takes.<\/p>\n<h2>Learning capacity is a matter of design<\/h2>\n<p>Learning capacity is often discussed as if it were a cultural characteristic. A learning organization, curious employees, an open attitude. All wonderful things, and not something you can steer.<\/p>\n<p>Phanish Puranam of INSEAD writes in <a href=\"https:\/\/www.weforum.org\/stories\/artificial-intelligence\/meta-skills-continual-learning-workplace-ai-era\/\">an article for the World Economic Forum<\/a> about meta-skills, the ability to acquire new skills. His point is that this is not a fixed characteristic. The cognitive and social mechanisms behind it become stronger under three conditions: people must encounter new and complex tasks, they must receive timely feedback, and they must work interdependently. These are design choices, not character traits.<\/p>\n<p>That is where the opportunity lies. If learning capacity emerges from conditions, you can organize those conditions, and then the time it takes becomes something you can influence. That makes the learning capacity of a department just as much a design question as the design of the work process itself.<\/p>\n<h2>Where the weeks disappear<\/h2>\n<p>Follow any change and you will usually see four places where time leaks away.<\/p>\n<p>The first is the translation. It has been decided that employees &#8220;need to advise more proactively,&#8221; and nobody has written down what that means in a conversation. Until that happens, nothing can be practiced either, because you cannot practice an abstraction. Translating a competency into observable behavior takes two one-hour conversations with the people who do the work in practice, and it usually takes months before someone schedules those two hours.<\/p>\n<p>The second is logistics. As soon as development is organized in the form of meetings, you become dependent on calendars, rooms, trainers and schedules. With shift work or a healthcare schedule, that alone can account for a quarter.<\/p>\n<p>The third is the repetition that does not happen. Saks and Belcourt showed in <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1002\/hrm.20135\">Human Resource Management<\/a> that 62 percent of participants apply the content immediately after training, 44 percent after six months and 34 percent after one year. So anyone who invests only at the front end is paying for behavior that two-thirds of participants no longer demonstrate a year later.<\/p>\n<p>The fourth is the most insidious. Nobody knows when it is finished. There is no point at which someone establishes that the new behavior is now in place, so the process continues until attention shifts elsewhere.<\/p>\n<h2>An honest caveat<\/h2>\n<p>I have to admit something here that does not help my own argument. Not everything should happen faster.<\/p>\n<p>Some changes are supposed to happen slowly, because the resistance to them contains information. If a team takes months to adopt a new way of working and continues complaining in the meantime, there is often a valid objection hidden in that resistance that was overlooked in the boardroom. An organization that reduces its learning lead time to zero also implements its bad ideas at record speed.<\/p>\n<p>So I am not talking about speed for its own sake. I am saying that the delay is currently occurring somewhere other than in the substantive decision-making. It is in calendars, rooms and the absence of repetition, and that is a waste of time.<\/p>\n<h2>What I would measure<\/h2>\n<p>If you were to add one number to your reporting to track learning capacity, I would use this: the number of weeks between the decision and the moment when you see the behavior in at least three-quarters of conversations.<\/p>\n<p>To measure that, you need two things. You need to have described the behavior in advance in terms that an outsider can observe, and you need to be able to regularly see whether it is there. That second part is exactly where most organizations get stuck, because shadowing conversations takes too much time and a survey measures something else.<\/p>\n<p>Practice conversations solve that problem because they are both the practice and the measurement. Within <a href=\"https:\/\/practaice.nl\/en\/competency-based-training\/\">PractAIce<\/a>, someone has a conversation with an AI avatar in a scenario from their own work, and the AI coach then provides feedback on the behaviors that were configured in advance. If you do this with a team every week, you see the trend emerge over eight weeks. It is not an assessment and it does not feel like one; it is simply practice whose outcome you can read.<\/p>\n<p>A change designed this way takes six to eight weeks in my experience for one clearly defined behavioral change. That is a different order of magnitude from nine months, and the difference lies almost entirely in eliminating logistics.<\/p>\n<h2>What this means for planning<\/h2>\n<p>The practical consequence is that you need to stop planning large-scale programs and start planning short cycles. One behavior per period, eight weeks, measure, next.<\/p>\n<p>That feels sparse to those who are used to a learning program with six modules, and it is the fastest route to greater learning capacity that I know. It does, however, deliver something that a learning program rarely delivers, namely that the behavior is actually in place before the subject has shifted again. That is a fine ambition. It only becomes actionable when learning itself happens in weeks rather than years.<\/p>\n<h2>Frequently asked questions about learning capacity<\/h2>\n<p><strong>What is an organization&#8217;s learning capacity?<\/strong><\/p>\n<p>Learning capacity describes how quickly and reliably an organization gets new behavior into practice. It can be approached by looking at the time between the decision that something needs to change and the moment when that behavior is visible among the majority of people.<\/p>\n<p><strong>How do you measure learning capacity?<\/strong><\/p>\n<p>By describing the desired behavior in observable terms in advance and then regularly checking whether it occurs. Practice conversations are useful for this because they elicit the behavior and record it at the same time.<\/p>\n<p><strong>What are meta-skills?<\/strong><\/p>\n<p>Meta-skills are the skills you use to acquire new skills. They become stronger when people encounter complex tasks, receive timely feedback and depend on one another in their work.<\/p>\n<p><strong>How long does it take to implement one behavioral change?<\/strong><\/p>\n<p>With short, repeated practice focused on one clearly defined behavior, six to eight weeks is realistic. Programs that rely on meetings tend to take nine to twelve months in practice.<\/p>\n<p><strong>Why does new behavior fade after training?<\/strong><\/p>\n<p>Because the work environment continues to reward the old behavior and there is no repetition. Research into transfer shows that the proportion of participants who apply the content declines over a year from more than sixty percent to just above thirty percent.<\/p>\n<p>&nbsp;<\/p>\n<p>Do you want to know where your lead time currently stands?
